Education in Philippines is provided by public and private school, colleges, university, and technical and vocational institutions. In Philippines there has a department that responsible in managing and govern the Philippines Education system, and that is the Department of Education (DepEd). Department of Education is the executive department of the Philippine government that was responsible for promoting equity, to ensure access and for improving the quality of basic education. This department is the main agency entrust to manage and govern the Philippines system in basic education. In addition, this is also the Philippines chief formulator in education policy and also the responsible for the Philippines primary and secondary school system. Department of Education (DepEd) headquarter is located on Meralco Avenue, Pasay City.
Vision and Mission of DepEd
This part of the paper discuss what is the vision and mission of Department of Education. Mission and vision statement are the processes to make people together and reflect on the meaning of having a knowledge or education.
The vision. “We dream of Filipino’s who passionately love their country and whose values and competences enable them to realize their full potential and contribute meaningfully to building the nation. As a leaner-centered public institution, the Department of Education continuously improves itself to better serve its stakeholders.”
Department of Education vision state or describe their high level aims/goals for the future. This statement is state of what DepEd hope to achieve if they successful fulfilling their department purpose or mission. A Department of Education vision statement describe the core department values, its long term objectives, and/or what DepEd hopes in Filipino’s knowledge/learning or Filipino’s capable of doing after Graduating.
The mission. “To protect and promote the right of every Filipino to quality, equitable, culture-based, and complete basic education where:
Students learn in a child-friendly, gender-sensitive, safe, and motivating environment.
Teacher facilitate learning and constantly nurture every learner.
Administrators and staff, as stewards of the institution, ensure an enabling and supportive environment for effective learning to happen.
Family, community and other stakeholders are actively engaged and share responsibility for developing life-long learners.”
A Department of Education mission describe the founding purpose (what they do and why they do it). This statement also state the objectives and values of DepEd to the students, teachers, administrators, staff, stakeholders, family, ad community to the development and improvement of the Philippines education system.
Principles and General Objectives of Education
This statement based in “Education Act of 1982 and Enhanced Basic Education Act of 2016”. Education law help to guide the organization that was stand in education purpose to what should do or what process to conduct. Education law is a law in a state, country or city that was governs educational, such as public, private, university and college.
In the Philippines the education system aim to:
Provide a broad general education that will assist each individual in society to attain his/her potential as a human being and enhance the range and quality of the individual and the group;
Help the individual participate in the basic functions of society and acquire the essential educational foundation for his/her development into a productive and versatile citizen;
Train the nation’s manpower in the middle-level skills required for national development;
Develop the high-level professions that will provide leadership for the nation, advance knowledge through research and apply new knowledge for improving the quality of human life;
Respond effectively to changing needs and conditions through system of education planning and evaluation.
DepEd Responsibilities and Duties
Department of Education is the agency of government that was responsibility in managing the education system. The role of this government department is to establish policy for assistance of education system, collecting data of our country school and educate us regarding privacy and civil rights. Department of Education establish policy in education but does not establish schools, university or colleges. And also DepEd works to ensure the proper education in our country.
Programs of Department of Education
The Department of Education is responsible in creating, implement and organize of policies, plans, programs and project in the areas of basic education. One of the existing programs of DepEd is the “K to 12 Basic Education Program”, which has a mixed reaction from the public when it was propose. K to 12 is a program for education system under the Department of Education which the goals/aims is to enhance learner’s basic skills, produce more competent Filipino’s citizens and prepare graduates for lifelong learning and employment. This programs gives students a sufficient time to master their skills. K to 12 refers for succeeding 12 years of basic education: 6 years in elementary education; 4 years of junior high school; and 2 years of senior high school. This DepEd programs is the system that will ready the students for employment, middle skills development and higher education after graduating in 12 years basic education. There are other programs of Deped and that are:

Lump-sum for Acquisition, Improvement, Titling and Survey of School Sites

Rationale or Background
Philippines has a high crime rate. Crime is an action that was form an offenses that may be punished by the law or this is an illegal activity that was against the law. In Philippines crime is the present various form and remain serious problem throughout the country. In 2014, which Philippines has high rate in murder cases, highest in Southern Asia. In our country most of the major cities has a high prevalence of crimes. Different types of crime in the Philippine are:
This type of crime in the Philippines can be linked to certain families or group of friend who commit crimes from extortion, sale of illegal narcotics and loan sharking to robbery, kidnapping, and murder-for-hire.
This is a type a crime that is not that serious or not consider to be serious when comparing in other type of crimes. Pick-pocketing is included in this type of crime, which is one of the problem in our country (Philippines). This crime is usually happened in many people or crowded place.
This is a crime which is happen when an offender use to threaten or using a force upon a victim. This crime is high in our country. Crime that include murder and sexual crime, such as rape and sexual harassment.
Vulnerable in Crime
The government cannot fully solve crimes, especially in the streets. They only offer a solution of prevention and safeguard through the services of the policemen. But this solution is not that capable to immediately respond when there are something (bad) happen in people in their community. In our country we are like a sheep that was hard to tell who is real and just pretending to be real. In this kind of place, place when many bad/illegal activities happened, the most vulnerable in this events is the students. Now a day students is not safe in many unforgivable events happened in our society. Events that causes of unexpected happens in the behaviour of one person, example is the sexual harassment. Sexual harassment and assault is an events that can cause especially in women to disconnect from their own bodies, problem in their thought or behaviours like self-confidence and positive relationship between genders.
Evidence based on Effect
Bullying is the force, threat or kind of abuse towards other. The people behind this kind of abuse is called bullies. Bullying has different types that could happened in society, especially in school. The different types of bullying are:
Physical bullying – abuse including hitting, kicking, tripping, pinching and pushing.
Verbal bullying – threat including insults, teasing, intimidation and verbal abuse.
Social bullying – can happen behind the victim back that includes lying and spreading rumours, negative facial or physical gestures and damaging the reputation of someone.
Cyber bullying – abuse in social media including nasty gossip and hurting text emails or post.
Criminals outside of School
Crime is an action that against in law. Outside of school is the most vulnerable place in many illegal activities or crime. Illegal activities, such as robbery, pick pocking, rape and sexual harassment. Crime is so high in many country, especially in our country the Philippines and the person behind or committed in illegal activities or crime that was called criminals.
Lack of Guidance
A family may be a cause, whether it is a direct rlative, aguardian or an adoptive parent, a grandmother and such. Guidance is provided by the guardians of a student. Lack of this may result to an unusual behavior and bad habits.children who grow up in households with loving, supportive parents have a much better chance at becoming healthy, successful adults. But as all those who work with children know, this isn't always the case. Many of them have to endure abuse, neglect, and other types of bad parenting practices each day. And this leads to serious emotional and behavioral problems that affect them throughout the rest of their life the parents of children who end up being violent and aggressive are to blame for their behavior.
Parents who exert too much control over their children could be causing them lifelong psychological damage, according to a study which tracked a group of people born in the 1940s until the present day. Researchers found that people who reported their parents had intruded on their privacy in childhood or encouraged dependence were more likely to have low scores in surveys of happiness and general wellbeing carried out in their teens, their 30s, their 40s and even their 60s. The negative impact on wellbeing was comparable in scale to that observed in people who have suffered a bereavement, experts from University College London (UCL) said. In contrast, people who said their parents were more caring, warm and responsive to their needs tended to be more content well into adulthood.
Education is a process or action that concerned in teaching and learning especially in school, college or university. Education is also the strongest instruments of development for improving health, gender equality, and peace. In the field of education there has an act that use of guiding system, like the “Republic Act No. 10627,” also known as “the Anti-Bullying Act of 2013” and “Batas Pambansa blg. 232,” also known as the “Education act of 1982.” This kind of act can help or support this project. Anti-bullying act and program is example to support this project, because this project is about preventing the acts of bullying in school, college or university and institutions that was directed for students. Support, because this project will help to prevent violent and abuse towards students, help to be aware in society and improve the values and behaviour of someone/students.
All of happening in our country that was mention above, we came to propose this project (self defense class) to helps citizens or students to become more aware and conscious of what happen in their surroundings. Self defense is provides with personal skills that may help prevent future violence and abuse. This self defense class will help students to be more prepared to defend themselves in any violent attacks towards them or to other people that need help.
Goals and Objectives
The general goals of this project is to reduce defencelessness and provide the students with the proper knowledge on how to handle dangerous situations that are expected or unexpected. This proposal also have 3 objectives.
To create a safe environment for everyone
To prepare everyone to any possible threats
To possibly lower the crime rate in the country
Self-defense class is an action that involves defending the health or oneself form harm. This project used a methods, the process used in collecting information and data. To achieve the objectives for our project the methods will employ or conducted. The methods that will use to carry out this project is identified or propose a task, the time and the day that will conducted in class. The project task, time and day that can perform will show in timeline section.

This proposal has an offer a number of benefits for people of all ages, especially for the students that will take this classes. Self defense class has a various moves or style and techniques to learn and use any time if it is needed. The benefits or outcomes of having a self defense class are:

This proposal will help our government to reduce illegal activities in our country. This paper state the causes/reasons (we) to conduct this kind of project. In this paper discuss the possible benefits or outcomes of this project in our society that show the purpose of this proposal. This project want to help to reduce harmful things/events happened in our society. In addition, the cost or budget for this project is favourable to us. The budget of this project will discuss in funding or budget section.
